Экс-премьера Киргизии Н.Танаева ищет Интерпол
Экс-премьер Киргизии Николай Танаев объявлен в розыск в странах СНГ и по каналам Интерпола по обвинению в финансовых махинациях. Ордер на арест бывшего премьер-министра страны выдал генеральный прокурор Киргизии Азимбек Бекназаров. Как пояснили в Генпрокуратуре, следователи хотели бы допросить главу бывшего правительства в связи с обвинениями в злоупотреблении служебными полномочиями. В частности, 60-летний Н.Танаев подозревается в незаконном переводе около 1 млн долл. строительной компании, которую возглавляет его сын. Деньги были переведены на счет строительной компании для проектирования и строительства административного и культурно-делового центра в Бишкеке. Если обвинения будут доказаны, бывшему премьеру грозит тюремное заключение сроком на 8 лет.
По данным Генпрокуратуры Киргизии, Н.Танаев в настоящее время находится в России. Требование о его экстрадиции уже отправлено в Москву, а в ближайшее время в российскую столицу планируют выехать киргизские следователи.
Санкция на арест бывшего премьер-министра Киргизии была подписана 30 мая после заявлений генпрокурора о предстоящих арестах высокопоставленных лиц бывшего правительства страны.
Между тем, недавно представители Госкомиссии по имуществу экс-президента Аскара Акаева заявили, что с ведома бывшего президента Н. Танаев своим распоряжением от 2002г. создал некий фонд. Данный фонд в обход счетов казначейства и коммерческих банков пополнялся бюджетными деньгами. По словам министра финансов Кыргызстана Акылбека Джапарова, распоряжением премьера деньги уходили в посольства страны, а оттуда уже перечислялись в этот Фонд.
В общей сложности, только из одного посольства в этот Фонд поступало в среднем 200 тыс. долл. США, а далее никто не знает, куда эти деньги распределялись. Кроме того, отметил глава Минфина, даже прибыль Кыргызской сельскохозяйственной финансовой корпорации по итогам 2003г. в сумме 15,6 млн. сомов, согласно распоряжению премьера, была равномерно распределена между фондами Н. Танаева и А. Акаева - вместо того, чтобы быть направленной в бюджет страны. Таким образом, в данном фонде, минуя проверки фискальных органов, накапливались бюджетные деньги.
Напомним, что Николай Танаев возглавлял правительство Киргизии с 2002 г. во время президентства Аскара Акаева, сложившего с себя полномочия главы государства в начале апреля с.г. Н. Танаев родом из Пензенской области, в настоящее время он занимает пост специального представителя губернатора этого региона по международным отношениям.
Кроме того, имеется информация, что ордер выдан и на арест зятя А. Акаева Адила Тойганбаева. Он также обвиняется в коррупции, и, как и экс-президент, в настоящее время находится в Москве.

1.BAKIEV TAKES PART IN AN OSCE MEETING ON KYRGYZSTAN IN VIENNA. Interim Kyrgyz President Kurmanbek Bakiev said on 30 May at a special meeting of the OSCE Permanent Council in Vienna that discontent of the people with the socio-economic situation and state corruption were the main cause of the March revolution and rigging of the results of parliamentary elections became the last straw. The new Kyrgyz leadership is devoted to democratic changes and market reforms and aims at the four main goals - to build new architecture of power securing irretrievability to authoritarianism, to dismantle corrupt system, to conduct economic policy aimed at favorable economic growth and to bring young and professional generation to power. Bakiev also said Kyrgyzstan would not revise any international agreements signed by the previous leadership and called the donor organizations and countries increasing investment in the country. Representatives of more than 70 countries expressed support to Kyrgyzstan at the meeting, the US ambassador to OSCE said the USA would allot additional $500,000 to conduct the presidential election. The Kyrgyz delegation met with OSCE Secretary General Jan Kubis, OSCE Chairman in Office Dimitrij Rupel, Austrian Chancellor Wolfgang Schuessel and other officials. 2. KYRGYZ EVENTS COULD START A CHAIN OF SIMILAR PROCESSES IN CENTRAL ASIA. US Senator John McCain, led a group of US senators visited Bishkek on 30 May, said that the people of America had seen successful democratic transformations in Kyrgyzstan and the recent events in the country could start a chain of similar processes in Central Asia. As for the Uzbek refugees from Andijan, who are now on the Kyrgyz territory, McCain said they should stay in Kyrgyzstan until the conditions in Uzbekistan change for their safe return. Acting First Vice Prime Minister Feliks Kulov of Kyrgyzstan told the US senators the presidential election would be held free and fair, however, admitted that some local leaders still use the administrative resources pressing people to vote for the interim president. 3. A CHINESE MILITARY BASE COULD BE SET UP IN KYRGYZSTAN. An anonymous source in the Shanghai Cooperation Organization (SCO) told Interfax on 31 May, that a Chinese military base could be soon set up in Kyrgyzstan, "The base is expected to be deployed under the SCO's auspices. It is unlikely that a military base in the traditional sense of this word could appear in Osh. Rather, an antiterrorist or an anti-drug center will be deployed there". Chinese Foreign Ministry Spokesman Liu Jianchao said at a youth forum in Beijing on 29 May that China was considering seriously an offer by Bishkek to send troops to Kyrgyzstan meaning the words by interim President Kurmanbek Bakiev who said on 26 May, "If there is a need then a military base could be created in Osh within the framework" of the Moscow-led Collective Security Treaty Organization or the Shanghai Cooperation Organization.However, an official representative of the Chinese foreign ministry said in Beijing on 31 May, "The SCO has never considered the question of setting up military bases." Acting Foreign Minister Roza Otunbaeva said on 31 May that security in Central Asia was discussed during her visit to China on 10-12 May but denied that the issue of a military base in Kyrgyzstan was discussed. Chinese Foreign Minister Li Zhaoxing said in Vladivostok on 1 June, "As for a Chinese military contingent, it was the first time I heard this today". 4. STATE TV AND RADIO CORPORATION WOULD BE TRANSFORMED INTO A PUBLIC TV. Parliamentary Speaker Omurbek Tekebaev presented the Media Forum in Bishkek on 31 May a law draft on reforms at the National TV and Radio Corporation, which would transform it into a public TV. The draft aims preventing concentration of the company's resources in the hands of any financial or political groups, it would be financed by the state fully, its leadership would be chosen by a supervisory board and there would be no commercial advertisements in its programs. 5. GOVERNMENT REGAINS CONTROL OVER BUILDING OF SUPREME COURT. A group of about 300 people, who called themselves members of Kyrgyzstan's People's Militia stormed the building of the Supreme Court in Bishkek in the morning of 1 June evicting from it supporters of unsuccessful deputy candidates who seized the building on 22 April. Human rights activists Aziza Abdurasulova said they were supporters of parliamentarians Taiyrbek Sarpashev, Melis Eshimkanov, Aidar Kerimkulov and Ergesh Torebaev and the son of the latter brought people to the building by buses. Police was not involved but its troops secured the building after the storm and inventory of the property began immediately. Abdurasulova as well as head of the city police department Omurbek Subanaliev, City Prosecutor Omurbek Kutuev, Commander of the National Guard Abdygul Chotbaev and Chairman of the Presidential Commission on Human Rights Tursunbek Akunov visited head of the presidential administration Usen Sydykov the same day and a special commission to investigate the incident was formed. The protesters seized the building demanding resignation of the chairman of the Supreme Court, which took many injustice rulings during the last parliamentary election campaign. 6. Foreign lawyers would seek for the property of Askar Akayev. Acting Prosecutor General Azimbek Beknazarov told journalists in Bishkek on 1 June that he and Acting Vice Prime Minister Daniyar Usenov signed in Vienna an agreement with the Liberman international legal company to find property and illegal bank accounts by former Kyrgyz president Askar Akayev and his family and close people (more than 100 names) abroad of Kyrgyzstan. The contract costs $500,000. According to Beknazarov, Akayev also hired the Clinton & Clinton Company for $50 million to defend his interests and he asked the international lawyers to find the source of this $50 million. Beknazarov also said chairman of the National Bank Ulan Sarbanov and Kyrgyz Ambassador to Iran Medet Sadyrkulov admitted they did give Akayev $480,000. Sadyrkulov replied on 2 June saying Beknazarov talked about the case happened in Batken in December 1999, but he left the position of the head of the presidential administration on 3 November 1999 and could not be involved in the case. 8. SHAMELESS PRIVATIZATIONS OF EVERYTHING TOOK PLACE DURING THE AKAYEV TIME. Interim President Kurmanbek Bakiev held a meeting of the Security Council on 3 June. Secretary of the council Miroslav Niyazov delivered a speech on the current situation in the country and member of the state commission on stabilization of the situation in Kyrgyzstan Beishebek Akunov reported on behalf of the commission. Niyazov said corruption expanded in Kyrgyzstan in unexampled extend and offered Kyrgyzstan should join the UN convention against corruption. According to him, seizure of land plots, continued pickets and meetings, acts of civil disobedience is a result of unresolved problems accumulated for years. Akunov said usurpation of the power by Askar Akayev led to the shameless privatizations of everything in the country, mostly by people close to Akayev and his family. According to him, forgery of democratic values and inability of Akayev to state governance led him to choose the authoritarian ruling. Akunov suggested working out new constitutional mechanism of the government, to build effective system of check and balances between the power branches, to reform the judicial system and the administrative and territorial division of the country, to put the National Security Service under a civil control and asked the Prosecutor general office to complete all the investigations being important for the public.
